In February 2021, the municipal council of Oosterhout decided to build the new town hall in the strategically acquired Arendshof 2 shopping center. This achieves two goals in the center of Oosterhout: preventing vacancy in the retail sector and creating a circular town hall in the heart of the community. After the Program of Requirements was established, the tender process for assembling the design team began and Stevens Van Dijck was selected as the construction manager and cost consultant.
Through integrated collaboration between users and design team already in the early concept phase, we are on our way to the new town hall, also for the future of Oosterhout. The municipality has provided us with a former retail space in the shopping center as a meeting and studio space. This way, the design team is close to the building, visible, and right in the middle of the project.
The new town hall roughly consists of the following components:
• Office area with (flexible) workspaces for approximately 450 employees and the Mayor and City Counsel Members;
• Council chamber, public facilities (including a public reception area and wedding room), and meeting center;
• Dining/work café with preparation kitchen, etc.;
• Various supporting facilities and storage spaces
• Existing built and adapted parking facilities.
The central theme of the new town hall is connecting, meeting, and sustainability. An ambitious sustainability objective has been formulated. Key terms in this include Energy-neutral, Circular & Healthy.
In the area of services, we are also looking towards the future. The municipality is facing a transition to a new era. The expectations of the municipality are changing due to different requests from residents, businesses, and chain partners. The municipality no longer wants to come up with ideas on its own from the town hall about what is good for the residents and the municipality, but wants to collaborate more with the different parties: residents, businesses, institutions, and chain partners.
Digitization is another important development that influences the working methods, products, and services of the municipality. Through integrated collaboration between users and design team in the early conceptual phase, we are on our way to creating a new municipal building that also serves the future of Oosterhout.
